1. Project Awards & Contracts

Qatar BH EPIC Starts Construction — COOEC's Largest-Ever Overseas EPCI

China Offshore Oil Engineering Company (COOEC) began construction at its Qingdao fabrication base for the Bul Hanine EPIC project — a USD 4 billion contract from QatarEnergy. The scope covers 60+ offshore facilities, 40 subsea pipelines and cables, and over 130,000 tonnes of steel across the full EPCI chain. This marks the largest, broadest-scope international offshore project ever undertaken by a Chinese contractor and signals continued ascent from subcontractor to full international EPCI player.

TechnipFMC Wins PETRONAS Limbayong iEPCI® — Malaysia Deepwater Greenfield

TechnipFMC secured a significant (USD 75–250 M) integrated EPCI contract for the Limbayong deepwater project offshore Malaysia, leveraging its Subsea 2.0® configure-to-order platform to compress cycle time on the fast-track development.

Saipem Takes USD 350 M Angola West Hub Tails Subsea Scope

Azule Energy (bp–Eni JV) awarded Saipem a ~USD 350 M contract for the West Hub Tails project, part of the Agogo Integrated West Hub Development in 1,750 m water depth. Scope: 62 km of flowlines, risers and umbilicals tied into the Agogo FPSO, fabricated at Saipem's Ambriz yard with local content.

Halliburton Bags Eni Cronos Bundled Services — Cyprus Block 6

Halliburton won an integrated drilling, well construction, automation and completions contract for the Cronos ultra-deepwater gas development offshore Cyprus. Gas flows subsea to Egypt's Zohr facilities and Damietta LNG terminal; plateau 500 MMcf/d (2.8 Mtpa LNG), first gas 2028.

Vallourec–Subsea7 Supply Sepia 2 Pipe — Brazil Pre-Salt

Vallourec will deliver 130 km of rigid risers and flowlines (15,000+ tonnes) for Petrobras' Sepia 2 ultra-deepwater project at 2,170 m WD, produced at its Jeceaba mill and coated at Serra — reinforcing its integrated Brazilian footprint.

Transocean Deepwater Conqueror to Equatorial Guinea — USD 80 M

Two-well, 170-day campaign commencing 2027 in direct continuation from the US Gulf.

Noble Secures Two Norway Jackup Contracts

Noble Intrepid: one-well exploration on PL1135 (Q3 2027, 40–60 days). Noble Interceptor: plug & abandonment in Greater Ekofisk (Q3 2027, ~670 days).

Talent Implication: Qatar $4bn + Limbayong + Angola triple awards keep APAC and West Africa subsea engineer demand tight through Q4 2026.

2. Industry Developments

Talent Implication: Indonesia's acreage expansion + Valeura's fast-track tieback signal sustained SE Asia shallow-water/subsea demand for project engineers and commissioning leads through 2027.

3. Technology Breakthroughs

MODEC + Eld Energy: SOFC Fuel Cell on FPSO

40kW Solid Oxide Fuel Cell passes ABS New Technology Qualification (NTQ) milestone on FPSO. Roadmap: 40kW → 120kW (with integrated carbon capture) → multi-MW zero-emission FPSO class. Target power system efficiency: ~70%. Most credible decarbonisation pathway for FPSO power generation to date.

Talent Implication: Electrical and control engineers will need new competencies in fuel cell integration, DC grid management, and carbon capture systems on floating assets.

Baker Hughes + Strohm: Ultra-Deepwater Hybrid Flexible Pipe

Thermoplastic composite pipe (TCP) replaces traditional metallic carcass, liner, and pressure armour layers. Weight reduction ~50%, ultra-deepwater handling improved by ~40% suspended weight reduction in >3,000m water depths. Commercial availability targeted 2028.

Talent Implication: Creates a new sub-specialty for composite materials and non-metallic pipeline engineers; flow assurance teams need updated collapse and collapse-propagation models.

WaiV Robotics: First Autonomous Offshore Night Landing on Moving Vessel

AI predictive algorithm + mechanical catch-lock mechanism achieves dozens of autonomous recoveries on moving offshore deck at night. Platform-agnostic — no airframe modification required. Oil & gas drone market projected to exceed USD 56 B by 2030.

Talent Implication: Offshore logistics coordinators and HSE teams need to integrate UAS autonomy into mobilisation planning and weather window assessment.

PSA Singapore Mandates ISO 23452:2026 for Subsea Robotics

All ROV/AUV interfacing with Digital Twin Port must natively support ISO 23452:2026 standard. Effective 1 October 2026. First port authority to mandate firmware-level subsea robotics data integration — no post-processing translation allowed.

Talent Implication: Singapore-based subsea robotics engineers face higher entry bar — firmware development and data interface roles now require ISO 23452 competency.

4. Talent Intelligence Takeaway

  1. Qatar $4bn + Limbayong + Angola West Hub Tails triple awards → APAC + West Africa subsea engineer demand stays tight through Q4
  2. SOFC on FPSO → electrical/control engineers need new fuel cell + carbon capture integration skills
  3. Baker Hughes + Strohm hybrid flexible pipe → composite materials / pipeline engineer new sub-specialty
  4. PSA mandates ISO 23452 → Singapore subsea robotics firmware / data interface engineers face higher entry bar
  5. Three Middle East channels under pressure (Hormuz night window compression + Saudi E-W pipeline pump damage + Bab el-Mandeb Houthi control) → mobilisation planning complexity increases for Gulf rotations
