Indonesia has become the single largest demand shock in Southeast Asia's offshore talent market. Three mega-projects — the US$11.8B Kutei North Hub (first steel cut July 2026), the US$21B Abadi LNG+CCS (groundbreaking July 2026), and BP's Tangguh UCC (entering offshore installation) — are mobilising an estimated 8,000–12,000 specialist offshore roles simultaneously in East Kalimantan and the Arafura Sea. No single country in the region has ever faced this concentration of concurrent demand.

Australia's Scarborough Energy Project has achieved first gas at its FPU and remains on track for first LNG cargo in Q4 2026 (source: Woodside, September 2026). The commissioning phase is absorbing senior operations and process engineers who would otherwise be available for the wider APAC market. Nine offshore wind projects totalling ~18.3 GW are progressing through feasibility in the Gippsland zone — but none have reached FID.

China's FPSO construction yards (Qidong, Nantong, Tianjin) are mobilising commissioning and construction supervision roles for multiple international projects, creating a parallel demand channel that competes for the same international commissioning specialists needed in SEA.

The North Sea talent pipeline is narrowing faster than anticipated: ~15,000 offshore workers are expected to exit by 2028, while Saudi Arabia's Jafurah CAPEX increase is pulling an estimated 3,000 additional roles toward the Middle East by Q4 2027 (source: Saudi announcement, May 2026). The traditional backfill that SEA operators relied upon is eroding at both ends.
